The Alabama Legislature convened for the 2025 Regular Session on Tuesday, marking the third year of the quadrennium with a swift start to legislative business. Lawmakers introduced 236 bills in the House of Representatives and 138 in the Senate.
Governor Kay Ivey delivered her State of the State address Tuesday evening, outlining her priorities for the session. Her budget proposals were also presented this week. Both parties have announced their legislative agendas, setting the stage for a dynamic session.
Key legislative topics introduced this week include immigration policies, law enforcement measures, gun-related crime, and education reform. Lawmakers have also filed bills addressing professional licensing agency oversight, veterans’ affairs, mental health initiatives, and criminal procedures. Notably, a bill establishing a Veterans Resources Commission is progressing rapidly, and a measure to purge certain misdemeanor warrants has advanced out of committee.
Initial budget bills have been introduced, kicking off the review and appropriations process. Additionally, legislators have proposed updates to Alabama’s adoption laws, revisions to the Business and Corporations Code, and several measures related to parental rights in education and medical consent.

As always, the Alabama State Bar encourages all members to be aware of legislation that may impact court costs and fees. Access to justice is a priority. Please be aware of advertisements that may be occurring for local bills and those that may already be filed to use the courts as a fundraiser for non-court entities. We encourage you to be informed and notify us as well.
